联合国教科文组织 政策和终身学习系统司司长

Borhene Chakroun博士

Dr. Borhene Chakroun is the Director of Policies and Lifelong Learning Systems Division at UNESCO-HQ. Borhene conducted a range of policy reviews and skills systems diagnosis in different contexts. He has authored and co-authored various articles and books in the field of skills development and lifelong learning. Much of his most recent work focuses on global trends in reforming education and training systems and global agenda for skills development in the context of the 2030 Sustainable Development Agenda. He is also the coordinator of the Global Education Coalition launched by UNESCO to respond to the COVID-19 crisis. 

Borhene is an engineer and has a PhD in Education Sciences from Bourgogne University in France. Prior to UNESCO, Borhene worked as a trainer, chief trainer and project manager. He has also worked as short-term consultant for the European Union, World Bank and other international organizations before working with the European Training Foundation (ETF) in 2001. At the ETF, Borhene worked as Senior Human Capital Development specialist.

Michelle Cui

Michelle Cui is the Managing Director and CEO at Rosedale International Education. Pam Turnbull

Pam Turnbull is the Director of Teaching and Learning at Rosedale International Education, where she designs and implements professional development programs for faculty to assist them in becoming more effective educations in transformative learning. Pam is a renowned advocate and practitioner of differentiated education in the Ontario K-12 sector and across the globe, with an extensive background in in curriculum development, instructional strategies, and teacher professional development.  

As a trusted leader in education, Pam shares her expertise at global education conferences, working with educators delivering professional development programs for teachers in South Korea, Hong Kong, Taiwan, China, Nigeria and Kuwait. In her work with the Ontario Ministry of Education, she developed lessons for provincial distribution, was an advisor for the development of the Student Success Resources for all Ontario teachers, and peer-reviewed provincial curriculum guidelines and profiles in the areas of guidance and career education. Pam dedicated 29 years of service to the York Region District School Board, an international acclaimed Ontario board with more than 120,000 students, in a career spanning teaching, counselling, district-level curriculum consultation, and collaborative work with provincial leaders.

James Stubbert

James is the current Assistant Principal, Academic at Shanghai Concord Bilingual School, where he is responsible for high school curriculum development, and teaching and learning pedagogy.  

James worked at Cheltenham College in the UK for 11 years, originally as a teacher of mathematics, followed by other roles including, Head of Community Action, Cover and Internal Exams, Second in Mathematics and Head of Teaching and Learning Research. Previous to his work at Cheltenham College, he served as Head of House and STEM coordinator at the Cleeve School.

Luis Kauachi

Luis joined the Inter-American Organization for Higher Education (IOHE) in 2016 and has since been Academic Coordinator and Senior Manager of the Conference of the Americas for International Education (CAEI) held in Canada-2017, Colombia-2019 and now, Chile-2021.

He has been involved in international education since 1991, when he first moved from Mexico to Ottawa, Canada for his education. He later participated in academic mobility experiences in Quebec and Chicago, and obtained his master’s degree from the Norman Patterson School of International Affairs in Ottawa.

In previous roles at Tec de Monterrey in Mexico, he held the position of Professor of International Affairs, Program Director and Mobility Coordinator, and was appointed Director of International Student Mobility for the Tec System, reporting to the VP-International, with the mandate to revise and normalize the academic aspect of the student mobility programs in which 12,000 students participated annually. As Director of the Tec de Monterrey’s International Liaison Office in Montreal, he strengthened institutional relations in the provinces of Ontario, Quebec and Eastern Canada. He also worked for Université Laval, where he was responsible for international recruitment and regional initiatives for Latin America.

Esther Carvalho

Esther Carvalho is the General School Principal at Colégio Rio Branco, in São Paulo, Brazil. She has an MA in Curriculum and Technology from the Pontifical Catholic University of São Paulo, a specialization diploma in Interactive Technologies Applied to Education, and a graduation degree in Pedagogy.  

Esther is the author of Educating in the 21st Century – Agency, Social Responsibility and Global Formation and Implementation of Curriculum Innovations in Schools: the Management Perspective, and articles for the print media. She has visited many countries and delved into their educational systems and their best practices, such as: China, Finland, Ireland, Italy, Scotland, Sweden and the United States. She is particularly experienced in the Finnish educational system and best practices due to a long-term partnership between Colégio Rio Branco and Finnish institutions. She has participated in programs on leadership and management, quality improvement in education, and learning and teaching in the contemporary world at Harvard University.

Jeffrey Young 博士

Dr. Jeffrey Young is a Professor of Practice in Education Leadership at Teachers College (TC), Columbia University. He serves as Program Director for TC’s Education Leadership Program and Co-director of the Urban Education Leaders Program, an Ed.D. program for aspiring district-level leaders. He is also a core faculty member of TC’s Cahn Fellows Program.  

Before joining the faculty at TC, Jeffrey served as Superintendent of Schools in Cambridge, Massachusetts from 2009 through 2016, following terms as Superintendent in Newton, Lexington and Lynnfield, MA. He began his career in education as an English teacher, Department Chair, and Curriculum Coordinator, and Jeffrey was a member of the Adjunct Faculty at the Boston University School of Education and has delivered talks at various institutions of higher learning as well as at the International Education Conference in Beijing, China. Among his distinctions, he has been recognized by the Massachusetts Association of School Superintendents with the President’s Award; Brandeis University with the Levitan Award for Leadership; and the Cambridge NAACP with the Martin Luther King, Jr. Award for his work “to provide an effective, innovative education to ALL of Cambridge’s children regardless of race or class.” He received a B.A. in English and American Literature from Brandeis University, a Master’s Degree in Education from Tufts University, and a Doctorate in Education from the Harvard Graduate School of Education.

Min Tian

Min Tian was the Executive Principal of Overseas Chinese Academy of Chiway Suzhou and was the Head of Senior High School Department of Chiway Education Group, founded in 1996 and known as one of the pioneering practitioners of private education in China. He previously worked in many well-known Beijing public schools as executive vice president, international project director and other management positions, and offers rich experience in the field of international education promotion and operation.

Nathalie Rudner

Nathalie Rudner is the Director of Academics at Rosedale International Education, leading the Rosedale Global High School Program in curriculum development, teacher training and co-curricular projects. Nathalie manages the development of specialty high school programs—including STEM Entrepreneurship, Creative Industry Media Arts and the English Enhancement Learning Program. 

Nathalie was President of the Board of Directors at Science Teachers’ Association Ontario, driving strategic planning and governance to meet evolving needs of STEM educators, addressing Ontario Ministry of Education priorities, engaging school boards, and supporting teachers. She is on the Educator Advisory Panel for Let’s Talk Science; at York Region District School Board, she built capacity for educators and system leaders with her expertise in K-12 curriculum, assessment, differentiated instruction, design thinking and growth mindset. She developed/led workshops on differentiated education as an Instructor for the China Education Program at York University for educators from the Beijing Ministry of Education, Chaoyang Branch in China—and was named a Foreign Expert with Beijing Ministry of Education.

Xiaohong Fan

Xiaohong Fan is a Professor at Beijing Foreign Studies University and was the General Manager of the International Education Group of Beijing Foreign Studies University. She worked in Foreign Language Teaching and Research Press of Beijing Foreign Studies University since 1999 and served as vice president in 2007. Xiaohong has been engaged in the innovation of business management for many years, and has in-depth research and participation in business operations and capital operations in K-12 international education and training, children’s publishing, online education, cultural and creative business, and overseas promotion of Chinese cultures.

Garfield Gini-Newman

Garfield Gini-Newman is a Professor with the Department of Curriculum, Teaching, and Learning at OISE. He explores how to teach through sustained critical inquiry while nurturing deep conceptual understanding and genuine competence. Garfield has worked with thousands of teachers across grades and subjects, helping them to frame learning around engaging and provocative activities and rich, authentic assessments.  

Currently, Garfield is engaged with schools across Canada, in South America, and in Europe. Over the past two decades request for Garfield’s services have taken him from Asia to the Middle East, Europe, the Caribbean and across North America. His interest in effective teaching and learning has led him to actively explore the challenges and opportunities presented by teaching and learning in the digital age. In addition to his work at the University of Toronto and delivering workshops, Garfield has also authored several articles, chapters in books and seven textbooks, and has taught in the faculties of education at York University and the University of British Columbia. His most recent book co-authored with Roland Case, Creating Thinking Classrooms has received widespread praise from leading educators across Canada and internationally.

Catherine Whitaker

Catherine Whitaker is responsible for delivering EtonX’s commitment to Eton College’s ambitious vision to help redress inequality through partnership with maintained schools in the UK. Over 1,000 UK secondary schools have taken up the offer of free EtonX courses to date. 

In her career, Catherine has specialized in launching and growing new businesses which utilize the latest technology to create new ways of learning. She was on the development team of the Macmillan English Campus, one of the first online English learning platforms that launched in 2003. As Publishing Director at Collins Language, she created a new English language learning business before joining a Cambridge-based start-up, Knowledge Transmission, as Chief Operating Officer. Her various roles have seen her based in Johannesburg, New York and Paris, and she is a graduate of Oxford University.

Zhenquan Wang

Dr. Zhenquan Wang is the President of PGA Education Group, and was the former Director of Office of the China Education Policy Research Institute. As an enthusiastic supporter for university education, Jake works with students and their families to determine the best path for student success. Dr. Dingguo Zhong is the Principal at Kang Chiao International School Xi’an Qujiang Campus. David Burpee博士

Dr. David Burpee is an Academic Executive, Global Education Partnerships at Rosedale International Education. With more than four decades of experience in education, he guides the implementation of overseas projects with Rosedale Academy’s partner schools, while supporting teacher training, curriculum improvement and educational thought leadership.

David was appointed to roles as Campus Principal for K-12 students at Singapore International School; School Director at Vietnam Australia International School; and School Principal at the International School of North America where he guided programming and academic leadership for diverse student groups. In his career, he was a Certified Teacher and Superintendent in New York schools, and provided specialized educational, vocational and technical training opportunities across nine New York school districts. He has served as an Advisory Board Member and Academic President of the Nguyen Hoang Group and has a private consulting practice.

Victoria Hemming

Victoria Hemming is the Vice President, Academic Solutions at Rosedale International Education, where she leads functions including curriculum, central evaluation, technology and teacher training on corporate level initiatives, which improve the effectiveness, accuracy, and consistency of Rosedale Academy’s evaluation practice.

Victoria is a visionary and strategic leader. Previously, she was the Vice President of Assessment Solutions at Pearson Education in the United States, where she crafted innovative and technology-enabled assessment solutions, strengthened and managed a $95 million product portfolio, and oversaw product management, product design and professional development. As Chief Assessment Officer at the Ontario Education Quality & Accountability Office (EQAO), she directed Ontario-wide assessment operations in English and Mathletics for 750,000 students across nearly 5,000 schools. As an Inspector with the Ontario Ministry of Education, she conducted more than 85 private school inspections to ensure compliance with ministry policies and procedures, identify issues and provide recommendations for improvement. Victoria’s work at provincial and district levels also includes translating broad vision and strategies into actionable solutions for school-level implementation, developing qualitative and quantitative measurement frameworks to assess school effectiveness and academic achievement, and providing professional development to school principals.
